I seem to recall some years ago that there was a change to the RRS to allow "hunting" by a ROW boat. I believe Dick Rose wrote a piece in Sailing World about that subject.

Can any one lead me to that article?? or clarify when an d how the rule was changed to allow a ROW boat to "block" a keep clear one
